Billy Robert Waters, 83, a resident of Oak View Nursing Home, Orange Park, Florida, passed

away on Sunday, October 6, 2024.

He was born August 17, 1941, to the late Andrew Dewitt Waters and Sally Davis Waters in

Bacon County, Georgia.

Billy was for many years the owner of Waters Paint and Body Shop in Jacksonville, Florida.

He is preceded in death by his parents. His children Timmy Waters, Tammy Waters Gregory,

James LaDon Waters, and John Waters. Son-in-law Lester Rouse, and one grandson, Shelton

Rouse.

Brothers; Floyd Waters, Cecil Waters, Wilton Waters, Hubert Waters, Lamar “Penny” Waters,

Andy Waters, John D. Waters and Quinton Waters.

Sisters; Wilma Waters Price, and Linda Carol Waters Kersey.

He is survived by his children Sandra Waters Rouse, and Daniel Waters (Christina). Sisters;

Opal Waters Cothren, Jean Waters McClendon, and Dorothy Waters Wrenn (Steve), and his

brother Wayne Waters. Billy is also survived by many grandchildren, great-grandchildren, and

nieces and nephews.

Per Billy’s wishes there will be no funeral or memorial service. His ashes will be spread in a

place that meant a lot to him.
