James Herman Persell was born in Cincinnati, Ohio, on March 29, 1950. He also spent his childhood enjoying fishing and riding his bike; as a young adult, he enjoyed attending church on Sundays and spending time with his family. James attended Marietta Bible College in Marietta, Ohio. He was the pastor of a small church and wanted to start a bus ministry. He volunteered to work at a Christian radio station in Belpre, Ohio, WCVV, later named the Christian Voice of the Valley.
Once his children moved away, he relocated to Florida and remarried his second wife, Maria. He then later moved to help on a ranch in Texas, where he spent the remainder of his days until this year when he & his wife returned to Jacksonville, Florida, to spend his last days.
